DNSerror html page

so ya know that annoying screen you get on your computer when you CAN NOT access the internet, the "Page can not be displayed one"? well i am trying to customize that htm file. the path is shown as
"C:\Windows\System32\Shdoclc.DLL\DNSERROR.htm"

Now i tryed to find that htm file and it is not possible at all. And when i tryed to edit the DLL file, well that just aint happening. Does anyone have any ideas on this or informatiON?

Forget Microsoft, Go with Linux.

You may be able to do it this way .

Page will not load
Try this > double click on the Internet icon on the right side of IE's status bar, on the bottom of the IE window .
Adjust your security settings to suit .
Also , next to it , double click on it & you can get a Privacy Report .
