DNS Client Service issue

If you can figure this one out your a genius!

I have an XP Media center Dell Inspiron 6000.

After boot up I can browse around 90% of all websites but on 10% I get the error Page can not be found. This is in Firefox and IE7.
Eliminated the following already and proved it is the DNS Client Services

1. Flsuhed DNS cache already
2. Different Network same thing.
3. Not a virus or Spyware or malware
4. Not related to web browser
5. Firewall on or off does not matter
6. did SFC Scan

If I simply restart the DNS Client Service under Compter Management > Services. Then I can see all sites and have no issues. Problem is I have to do this every time I boot the system. Once I restart the DNS Client Services I am good to go but till then I can't view around 10% of the websites I go to.

Trouble shooted this one for several hours and did a ton of research. I am sure someone out there has run into this and was able to crack it but I as of Yet have not.

MTU is not an issue.

Any help would be great.

What happened with the system immediately preceding this problem? Have you tried a System Restore to before that date?

You can double click "DNS Client" service,
then next to "StartUp type" select what you want it to be when you start up computer.

I suppose the sites you go to want to write in your Hosts file.
I have set that service to 'Manual' according to this article ---
