Display won't open in Control Panel

Hi, I don't know what the problem is, however all of a sudden when I double-click "Display" in "Control Panel" nothing loads up, only a timer is shown instead of the mouse pointer for a second, before it goes away again. The same goes for when I right-click on the Desktop and click "Properties". I don't know why nothing happens as only yesterday it worked fine. I have SP1 installed and I've just installed the latest drivers for my ATI Radeon 8500 LE, however it still is like that. It can't be a hardware issue as it worked before (strange that it should happen out of the blue and only to the Display settings).
If someone could help me I'd be really greatful as it's awful going from 1600 resolution down to a 640 one with 16 colours and not 32bit.

You said you just intstalled new video software. Did it start right after you did that? if so, that's probably the problem, try reinstalling the software and making sure you've got the correct version.
Also, try creating another user account and see if the same problem happens there as well. It might just be a corrupt user profile....
