Try going to start->run->msconfig and click on startup tab. Uncheck any unnecessary applications that start on bootup, then try editing the display properties.

Have you tried to uninstall a screensaver or wallpaper recently? Had a lot of spyware caught from a adaware program and deleted?
Sometimes the removal of certain spyware by adaware can cause these problems; also if you remove an older screensaver through the add/remove program instead of their on uninstall program, it will take out a shared file. You can sometimes fix these problems by reinstalling the older screensaver and then removing it under it's own program
