I have Windows XP installed on a Laptop Latitude and whenever I go into any account (priv or no-priv) other than the administrator, when I try to change the display settings I get an error:
"The system administrator disabled the Display Control Panel"....I cannot find out how to "re-enable this so that I can modify my display settings. Can someone help?

Have you tried right clicking the Desktop, then Properties.
What is the point. Windows HELP says, that what one user sees for display settings, all users see. There is no individual display settings.
Watch for help from others.

Try this... Go to START, RUN, type in "mmc" in the RUN box. This will open a Microsoft Management Console. Next go to FILE, ADD/REMOVE SNAP-IN. Click the ADD button and add the "GROUP POLICY" standalone snap-in, press OK. Next, in the Console, expand your "Local Computer Policy" to "User Configuration" then "Administrative Templates" and click on "Control Panel". You should see in the right pane some control panel settings. One of these might be "enabled" so if needed make the necessary change.
