Disabling tool tips

In the grand scheme of things, this is minor but its driving me nuts. You know how, when your mouse hovers over an icon in the tool bar, a small tool tips pops up to indicate what the icon does? How can this be disabled? It was somewhat useful for the first 1-1/2 minutes but now its annoying. Help, please.

Hmmmm. It already was unchecked. I checked it again, hit apply, and then unchecked and clicked OK. I still get the pop-ups.

Could something be broke somewhere?
