Try System Restore, I have had good results using in Normal or Safe Mode, different to Last Known Good Configuration in Safe Mode.
System Restore is accessed the following way:
1. It's a good practice to shut down all other applications before using System Restore, as it requires a full-system reboot to complete the installation. Connecting to the internet is not required, however. So shut all applications. Then click "Start."
2. Start > All Programs > Accessories > System Tools > System Restore. Then the program will load.
If System Restore doesn't work in Normal Mode, it might work in Safe Mode.
Toggle F8 or Press Ctrl ( depends on your comp ) during bootup ( just before, verifying DMI pool, message comes on )
Select Safe Mode.
How to start the System Restore tool at a command prompt in Windows XP

Click Start and then click Run.
In the Open box, copy & paste > sfc /scannow, and then click OK. Note that you may be prompted to insert the Windows XP installation CD-ROM.

Have you tried a diiferent mouse ?
If NO, try that !

Have you looked at your mouse properties ?
Control Panel ( - Classic view) - Mouse

Does everything in there work ?

I installed IntelliPoint for a Microsoft mouse that developed broken wirs in it's cord so I'm no longer using it. I can't change the actions the mouse buttons can do with my present USB mouse on the first page of the mouse properties because it isn't detecting a Microsoft mouse model.

If you have installed software for a specific brand of mice that you're not using, un-install that in Add or Remove Programs. .

"Reason: i tried several tools to protect USB drive (uninstall all of them). i am 100% one of those tools disabled these tasks."

It's extrememly unlikely that has anything to do with your problem unless the software was for a mouse.

right click "Start" button,
then click Properties,
then click "Customize..." button,
then click "Advanced" tab,
then check mark the box "Enable dragging and droping"
