Heres what I want to happen:
I need to disable an account on Windows XP, is there a way to make it where, when I disable account, it will display a message when the user tries to log in, saying why the account was disabled?

Well, if someone attempts to log onto a disabled account, Windows will display a generic, "Your account was locked" message, if that's what you mean.
