Disable (or postpone) diskcheck on start up

Specs: Windows XP

I have WinXP SP2 (PC without UPS). I do also have power cut problem in our locality. But every time the power goes off, next time windows proceeds to disk check thinking some files must be corrupt. How do I cancel automatic disk check, can I postpone it to perform when I shutdown, or only when I choose to do so in My Computer Properties.
I tried to browse for similar post, but didn't find, or not satisfied.

dust, remember the old Haliburton ads 'If you don't have an oil well ,get one ...'?
Same can be said for a UPS. The scan option on your computer is triggered by an improper shutdown and power failure would certainly qualify. Rather than disable the option, prevent it? A UPS with battery backup can allow a proper shut down.
