I think this is what you want:

Click Start > Run, type regedit, press Enter and navigate to registry key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer. In the right pane look for three registry keys and make them 1 (one). They are NoControlPanel, RestrictCpl and NoSetFolders.

You can also go to start>run and type in gpedit.msc for the group policy editor. Expand user configuration and then click on control panel. In the right pane you will find "prohibit access to control panel". Double click it and select enable

I don't think gpedit.msc applies to all versions of XP.

some other bloke...
