DirectX 9.0b will not install

I recently installed Halo for PC and it will not play unless you have DirectX 9.0b installed. The game installed fine , but DirectX 9.0b would not install. I currently have DirectX 9.0a installed. I tried to install manually from the cd and I get the same problem.I tried downloading and installing the 30mb file from Microsoft's Website and I get the same problem. Every time I try to install it will start fine by extracting the files, but when it gets ready to copy them I get this: " DirectX did not copy a required file" After I messed around with it for a while my friend told me to try and turn off the Cryptographic Service in windows. After I did this and tried to reinstall I got the old "The software you are installing has not passed Windows Logo testing to verify its compatibility with Windows XP..." After that I get the same DirectX copy error and thats it. I ran "dxdiag" to see if there were any problems, there werent any the the diag found but my current version of DirectX is not WHQL Logo'd. I am guessing that is the same as not having passed Windows logo testing. Has anyone ran into a similiar problem and know anything about this? Please give me whatever input you can give, other than FORMAT C: Thanks :)

Unless someone else has had any probs installing DX9 and has the answer for this problem I sugest you ring MS Tech Support in your local area and get them to sort it out with you.

man DAMNIT...SAME EXACT s--- HERE TEXTA. ive tried everything...i cant disable Windows Logo checking, it ALWAYS says that it was not verified. Yes, even after i right clicked on my computer, went to hardware, driver signing, and choose to ignore the error. it didnt ignore it i got the same exact message. ive looked up registry tweaks and applied them VERY carefully to see if i got it EXACTLY how they say to fix it, it made to difference. installing in safe mode doesnt help either. SOMEBODY HELP MAN I WANNA PLAY HALO!
