DirectX 9.0 Won't Install

DirectX 9.0c will not install on my system. I attempt to install, but just as I agree to the TOS and it should start installing, it immediately skips over the entire installation and tell me it has successfully completed. DirectX 9.0c is already on my system but I need to reinstall it as I believe it will repair a technical problem I'm having with one of my games.
Summary: when i install window i get direct x 9.0a in dxdiag and then i install direct x 9.0b from a cd and it changed to 9b but when i install direct x 9c or directx_nov2007_redist it install in 1-2sec and 9....
