Windows XP, at least when SP2 or later updates are installed, has DirectX 9 built into it.
You get DirectX versions from the Microsoft web site, free. XP does not support DirectX 10

You can view the DirectX info by doing this:
Start - Run - type: dxdiag (click OK or press Enter)
