XP like W2K, W2K3, NT are all-in-one intergrated O/S and therefore do not sit above a MS DOS subsytem. Windows 1 to 3 and 95/98/ME are Graphical User Interfaces atop MS DOS.
The MS DOS Boot Disk created in XP is based on the ME MS DOS boot disk basically to use for simple tasks like Bios Flashing it incorporates no other tools.
