Dial-Up Proxy

I have a problem and it's been getting the best of me over the past few days.

Basically, I have a laptop with a T-Mobile 3G Card. Now the laptop is on a secure domain, so to connect to it we have a VPN running on the laptop.

I have no problems connection to our domain on it, however when I try going on to the internet it doesn't work. The problem for this is that the Proxy server is not inputted in the dial up settings because the domain does not populate that it only does the LAN settings.

So obviously an easy fix is just to input the proxy, however there is more than one person who will be using this laptop and having to input the proxy time and time again will be very time consuming.

So my question is:

Is there a way to get this dial-up proxy setting to automatically populate when a new user logs on to the laptop?

You often do not need to specify proxy settings to connect to the internet.
See your ISP's (Internet Service Provider's)site help for whether or not proxy settings are required.

Have you tried going here, setting up the internet connection, and, only IF they are required, inputting the proxy settings:
Control Panel - Internet Options - Connections tab.
You should only have to do that once.

As it says on the bottom of that page, LAN settings do not apply to dial-up settings.
