is that the pctel micromodem? are you using the drivers on the CD that came with the modem, or did xp install windows generic drivers?

Federal FCC regulations prohibit your 56k modem from achieving more than 52k (52,000 kilobits per second). Obviously you must be a high speed dialup subscriber to be connected at 115 kbit/s.

It may be faster than regular dialup in some application, but streaming media, secure web sites, downloads and e-mail attachments will still suck.

I've seen that 115 speed reported on some of my dial-up systems, when I let windows install the drivers for some modems. Installing the drivers that are on the install CD or the manufacture's web site usally corrects the "problem". As for the question "how can I increase my net speed?", get a modem that doesn't use your already over worked processor to do all the work. E-bay is full of people dumping their old us robotics 5686 modems. If you are patient, you can pick one up for $20, shipping included. Make sure the power adaptor & serial cable are included. Adding some RAM might help to.

The 115K you're seeing isn't the actual speed your modem is connecting with. It's the speed which the PC is accessing the port itself...
