Dial up problem

I am running XP and have a Compaq NC3121 Fast Ethernet NIC network card. I am connected to cable broadband permanently which works fine. I now need to dial up a seperate connection from time to time to access the office. So I have put back my old Conextant PCI modem and got the latest XP drivers. I installed it all and everything seemed fine. Device working properly, no conflicts etc.. I have put in all the settings in the dial up connection. Now, the problem is that it hardly ever works. It has dialled in a few times when I am 'lucky' the rest of the time it just tries and I don't think it is getting a dialing tone. There doesn't seem to be any reason for this. Is it just that I have a temperamental modem or could there be a conflict with the network card connection to cable broadband? Any ideas anyone?
