DHCP will not renew/release

I did everything possible tried a winsock fix, ipconfig /all, ip config release, different version of XP tried home and pro, tried removing driver, update driver remove all the protocol and made sure all settings were correct and made sure DHCP was enabled, cable is pluged in and other computers work with the modem IS the NIC card bad? Its intergrated into a laptop? Any feedback would be great

Could you tell us what the basic problem is. Are you unable to establish a connection? Is this high speed, cable or DSL? Are you using a router or just the modem?

If you are pulling a 169 IP you may have to reboot your modem. Depending on your ISP, the modem acts as a bridge between your PC and your ISP's DHCP. Thus, if you switch PCs the modem will not communicate with the MAC address on the new PC.

try to restack your tcp/ip with this command(only for win xp): netsh int ip reset tcplog.txt
if this does not work try to do your install with the other cable for instance if you are doing your install via ethernet then switch to USB and visa versa this should get you a valid ip address...192....
if not as a last resort try to do a system restore thru the run command//again for XP or ME (msconfig) and restore your computer to the last date that it was working fine ..let me know if any of this works
