Desktop+Taskbar Don't Load on Boot

When Windows XP boots up, the taskbar and desktop do not appear. You are left with a blank wallpaper. No icons, no taskbar, nothing. Explorer can be run properly by Ctrl+Alt+Del and killing the running explorer process and relaunching it, but I am looking for an explenation and a more long term fix, as the Ctrl+Alt+Del method doesn't fix the problem when you reboot.

try start-run type sfc /scannow. It should repai/replace any bad files. You will need the XP CD>

We have had the same problem; the same work-around (Ctrl-Alt-Del & end the hung explorer process) is functional to restore the desktop and taskbar BUT "sfc /scannow" with the XP disk in does not correct the problem. The repair process completes and we restart only to look at the blank wall paper again. Any help from XP officianados would be greatly appreciated
