Desktop Wallpaper not funtioning

CPU/Ram: 1.99GHz/512 Ram

Hello, im on a Compaq Pressario Laptop (although i dont think that info will be nesisary to helping this issue)

My problem is that I can't change my Desktop Picture (currently solid blue...i can only chose from a few different colors...no patters or anything) The controls to look through the Pictures are locked. However i do see a picture i saved as desktop while my computer Starts up. Heres a link that helps this problem( link at the bottom of this message). I did the first 4 steps...then got to the 5th step and opened
HKEY_CURRENT_USER\Software\Microsoft\ Windows\CurrentVersion\Policies/ActiveDesktop
and there were a ton more files in that folder than in the ActiveDesktop from the 2-4 step....I did have to create the file, if that makes any difference
the files in ActiveDesktop Are...."NoEdditingComponents" , "NoDeletingComponents"
"NoComponents"
"NoAddingCommponents"
and "NoChangingWallpaper"
So...my question is should I delete them?
If so, what ones?

Also sometimes after unplugging my computer from its cord when its off (its always plugged in) it does the "Power Conserving" thing when it is plugged in and starting up. So the screen is dimmer when im on the computer, if i unlpug it when its like this the scren lightens up like normal...even though it is only running on only the battery. i can set it right if i keep unplugging it, taking out the battery, then plugging it in and putting the battery in, and finally turning it on (then i repeat untill it works) Any ideas on how to fix this?

fwiw - I have NO ActiveDesktop folder in
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
or
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies
and have no problems with desktop wallpapers or background.

Jase82, It's possible that Active Desktop is enabled. To Disable Active Desktop. Open the Control Panel.
Open Display Properties.
Click the Desktop tab.
Click the Customize Desktop button.
Click the Web tab in the Desktop Items window.
Make sure all checkboxes in this window are un-checked including My Current Homepage.
Restart your computer.
Check to see if you now can change your desktop background.

Thats Awsome...http://www.helpmerick.com/node/987 worked. Thanks! however the background for each individual desktop icon still has a solid blue (or whatever color i wnat it to be) behind it...so it doesnt match the regular wallpaper

ill tell u how i can change the color behind the icon....right click/properties in the right lower corner theres a spot that simply has "color" and by changing that i cna change the color behind the icon. Well its not so much the back ground of the icon, its just where the text is below the icon. how cna i fix this? thanks agian =d

Remove icon border shadows on the desktop Fix.

Jase82, Make sure that you right click your Desktop>Arrange Icons By and uncheck Lock Web Items on Desktop. Also right click your Desktop, choose Properties under the Desktop tab Click the Customize Desktop button.
Click the Web tab in the Desktop Items window.
Make sure all checkboxes in this window are un-checked and also uncheck "Lock Desktop Items", click OK/Apply/OK.

Just did those two things multiple times, still had no effect...maybe another spyware thing?

Jase82, Have you restarted your computer since you made the changes? I'm amazed that it didn't work as those instructions have worked for many others.

I restarted for a second time (after trying to make the changes again, yet i couldnt because the two things were unchecked, still. Could it have Anything to do with the Colors option in the desktop page? I can change the color by the icon w/ that...(it was blue...then i changed it to white, now black)Sorry for supplying such a persistant probelm =(

Are any items showing under the Web tab> Web Pages besides My Current Homepage which is the only one that should be there?

Woops, i made a reply and posted it, but i guess it didnt work...

There was another Web page, i made it a wile ago, i deleted...then did the first thing u said to do in that last post, then restared my comp...

When i deleted that web page my wallpaper changed to black, so i just changed it back....i noticed that when i start up my comp the icons dont immediately show up on my wallpaper, then when they do, the whole screen turns black for a sec, then goest to normal and the icons appear.....I think it may be a spyware fragment?
