desktop shortcuts for websites

Specs: Windows XP
Desktop shortcuts to websites no longer work properly. They now always point to the recommended programs file list. I check the box to ie but the check mark does not remain in the box as the perferred program. What is going on here? Shortcuts to applications work fine.

Go into internet explorer, click on tools, internet options and then click on programs.
There there should be a button labeled "Make default". Click on that and all of your shortcuts should be managed by IE from now on.

Another way of doing is is by going to ADD/REMOVE programs in control panel, clicking on "Set program access and defaults" and selecting "Microsoft Windows"
