Desktop picture problem

My desktop picture only starts drawing halfway down the desktop. If I set the position to center or stretch, the picture starts at the middle and I see my desktop's background colour on the top of the screen; if the position is set to tile, then the picture covers everything, but the top of the monitor is usually the bottom of the picture. If I change my resolution or refresh rate it will fix it, but then as soon as I change the desktop picture again, it goes back to starting at the middle. Does anyone know what is causing this?

not sure,
try editing and saving image with different format( jpg,bmp...) and size, and try loading new image,

Unfortunately changing the size and type of the picture didn't help. And the latest drivers for my video are installed. Thanks for the help though. The computer's on a school network and all the computers do it, so maybe the sysadmin for reason did this.
