Desktop is not working!

My Windows Desktop is not working! I can only change the color of the desktop but I cannot change the desktop to an image. It is very frustrating and I would really appreciate any type of help.

Did this problem just start? If so, have you tried a System Restore to a day before it happened? Is this a stand-alone system at home, or a system on a work network/Domain?

I am not sure when this problem first occurred but yes it is possible that I used a system restore a day before the problem did happen. This is a stand alone system at home.
