Desktop Icons Keep Moving

No matter how I arrange the Desktop Icons every time I log off then log back on again or if the computer "hickups" then all but a few icons get rearranged! I have the Arrange Icons By set to Modified, Auto Arrange and Align to Grid. Why won't the icons stay where I put them?

Last year I asked about why XP sometimes remember my desktop layout and sometimes it doesn’t upon reboot.
I guess there is no cure for this Windows anemia. You just have to restart Windows again or completely shutdown the machine to force cold startup. Either way it usually works for me - without using any third party utilities to remember it.
