Desktop Background Hijacked

I have a problem with my desktop being hijacked. It flashes from white to gray. I read a thread that has the same problem and he fixed it with a background.reg file but i cant seem to find this file. Can some1 please help?

Jay, If you right click your desktop and choose Properties can you change the background under the Desktop tab or are you missing the Desktop tab? If the tab is missing go to the link below and scroll down to line 285 right column and download the "Restore All Display Tabs" reg file fix. Save the REG File to your hard disk. Double click it and answer yes to the import prompt.

yes the desktop tap is there, but i need help getting rid of the white box that takes up around 75% of the background. When i right click the white box and hit properties, it shows file://C:\WINDOWS\Web\desktop.html

Jay, Control Panel/Display/Desktop tab/Customize Desktop button/WEB tab. Under the web pages there may be a entry called "security" just delete that entry and you will get your desktop back.
