desk.cpl problems

Specs: Windows XP, cpu speed: 1.4 ghz and RAM is 1.5 gigs
my display properties on my laptop won't open. It just shows a hourglass for a second then nothing happens. No error message at all. This have been going on for about a year and i haven't really addressed to someone until now. I don't really use the display properties often but i will be nice that i can use it whenever i want. I checked in my system32 folder in my windows and i saw there was a desk.cpl. I even replaced it with the desk.cpl that was in my dllcache. I also tried using several tricks that i found along the internet that didn't work such as:

and several others, i just can't remember :p.

I also tried running the display properties from the control panel and from the run command.

I am also the administrator of the computer so i have all the rights to the display properties.

I would go to Device Manager, right click on whatever is in Display adaptors & uninstall.

Repeat for what is in Monitors.

Reboot & see if it is OK.

Go to Windows Update > Custom & do your Hardware updates.
