Denied power users permission.

I have this application call Description NOW (third-party) application when running under power users rights it deny access to the users. The vendor seems to think it should function normal with power user rights. I have installed it on Windows 2000 and Windows XP and it doesn’t function. I have granted the users full permission to the application folder in the program files folder. I refuse to grant my users admin rights just to run this application. I’m in search for an application that would track the files in the Description NOW application that’s being denied during launch of the third-party application. Basically, this application needs to show the process the Description NOW application takes to launch.

Please help if you can. Let me know if you need any more details.
