Dell keyboard problem

My new Dell computer has keyboard problem, because this is a present from my father- in-law, he has the receipt and I don't want to tell him yet before I try to fix it.
This Dell inspiron 8500 has creaking and wobbling sound like old hard wood floor when I leaned my palms on, that I can live it. One of the many other problems is These three keys are not doing right as you can see ( "" ); (the 6 is ok, but this is not ^^); (~~ and ``); They showed double if I hit the key twice but nothing with the first strike. Dell forum and Dell tech support were not answering me. I have done these:
* I found a solution that not so great by hit that key, and hit the space bar; it will show up as nornal and hit the space bar again for a space between the next word.
* Shut down, unplugged everything and battery and pressed down and held power button to reset.
* Uninstalled driver and restarted.
I like to uninstall the BIOS reinstall the newer BIOS version, hope this may work but I don't know how to do it. Or if you have better ideas I will be so greatfull to your helps.

Go to control panel, regional and language options and see what is selected. This may be the problem with the keyboard. Check keyboard in control panel. as well.

Don't know what the creaking and wobbling sound is.

Also, you may want to try hooking up another keyboard to this system to see if it is just the keyboard itself.

The language and regional option in control panel is set as normal for standard english; the keyboard is working properly as it said in device manager.
I tested with the plug-in USB keyboard, and The 6^ was ok but the `¬ was wrong and '@ was wrong; they showed dif. characters- when I pressed SHIFT and typed -to what are printed on the keys. The other thing is i don't have to hit the key twice to get the character.
