Dell Inspiron won't power up

I heard my Dell Inspiron 530 beeping like an alarm clock
and then went and shut it off manually. Now when I
attempt to turn it on, the screen just skips back and forth
from analog to digital on a black screen while the fan
seems to be running full speed. help?
