My friend has a Dell laptop, that won't boot. The Windows Logo screen comes up the blue tracer goes across the screen for several minutes, then it just loops back around. The HD light stays on, but nothing ever happens. Just keep looping though the logo screen. Did a windows "Repair" and nothing changed. Thinking it's the HD, any other suggestions??? Thanks Rick A.

Did the Repair Install go to completion with no errors? It seems 'very' strange that it didn't fix the problem.

Tried to Boot Into safe Mode, the safe mode screen comes up, sets there and then reboots back to the windows screen and then starts it's loop again of rebooting...

try pulling the battery out, and try turning it on just with the AC plug in.. Batteries have to do with allot of problems with laptops. If that do work, then try a fresh reinstall.
