OS: Windows XP
CPU/Ram: Dell Dimension (?)
Comment:

When I boot up the Dell, I get the Dell logo, then a blank screen. It doesn't go anywhere. I haven't installed anything, or removed anything. When I try and boot up with the XP CD, it locks up and refuses to boot. WHATS GOING ON???

Thanks alot,
Laura

if the only thing that ou can see, is very easy way to fix it.
remove anything that is connected to the usb port, ANYthing. this happens when the computer try to boot to a device that it reconize as a usb storage, that could be a printer, camera, memory key, scanner, everything. if that works, please put a answer and i will explaing how to fix completely the issue

Ok, for that, you need to do this:
1. Restart the computer
2. Press F2 when you see the Dell logo
3. Using the arrows keys, go to Advanced (on the top)
4. go down to Peripheral Configuration and press enter
5. go to Legacy USB support and press enter, and choose the option for disabled.
6. press f10, that is going to save the changes.
connect everything and restart, please respond if that dosn't work

Was my pleasure to help you with this issue.
and is somebody else have the same issue with a dell desktop, and do not have the same BIOS screen, need to go down to the integrated devices, and enter. go to usb emulation and choose NOBOOT, or OFF.
press esc, save and exit.
I know about it because i work in tech support for dell, and that is a very common issue. If the computer goes from the dell logo to a blinking cursosr, 98% of the times is related to the usb emulation
