Dell desktop no display on statup

Specs: Windows XP Professional, 2.0 GHz Pentium M, 1GB PC

Hi, I have a friend who has a Dell Dimension desktop, not sure exactly what model. I went to work on it last night and tried to turn it on, but nothing. There was power to the power motherboard (the little led was on) and when I pushed the power button, the hard drive started spinning up, but the monitor didn't show anything. I unplugged the monitor, and it did the self test thing. So the monitor works, but I checked the video card, and it was snug in the slot, and tried to reboot, still nothing. She thought it might be the hard drive, because her husband was screwing around with it, but I couldn't get anything to come up on the screen, I unplugged the hard drive and tried to boot it, but still nothing. It should at least bring up a dell background or something shouldn't it? or bios anything????? It would do the self test when the monitor cable was unplugged, but as soon as I hooked it back up, it went black and the light on the monitor went from green to black. The computer isn't that old, it has a Pentium 4 and a 60 gig hard drive (around two years old). The only thing that I can think of is try to put in a video card that I have, and see if it works????? She said it worked fine until he messed with it and took out the hard drive, but that shouldn't have caused any problems with the display not working at all should it? Any information would be greatly appreciated.

Reset the BIOS to factory settings by unplugging the power and removing the CMOS battery for a couple of minutes or if the motherboard has jumpers to clear the CMOS, use them.
