When you delete a file in windows, it gets transferred to the recycle bin. This is in case you want to undelete it later. You need to empty the recycle bin (right click it and click on empty recycle bin) in order to remove it from your hard drive.
Is that what you were asking about?

To easily delete all files you donīt need (including temp internet files) you can use freeware like cleanup. It automatically deletes the recycle bin, temp folders and unpacked software elements that were needed to install software. Once it it installed you donīt need it anymore. Saves an lot of space and works with XP. Make sure to configure the program what things it should delete. You can find cleanup on download.net.net if Iīm not mistaken. Else try google.
