Run DelPart (http://www.russelltexas.com/delpart.htm) to delete the current partitioning.
Get a WinME boot floppy from www.bootdisk.com. Use it to repartition, format and install ME.

Actually you can use fdisk on the Windows ME start up disk to delete the partition on the hard drive and make a new one then format with the floppy and install ME from cd.
