|From this post and others I get the strong impression that you are a novice user. That being the case I would urge you to stay out of the Windows folder and all of it's sub-folders. There is nothing there that concerns a novice user. This folder contains the Windows system. Any deletion or modification of these files could result in an unbootable system. You do not want to deal with that.|
When you have more knowledge and experience you can investigate the Windows folder. This level of knowledge comes from experience and study, not asking questions on a forum.
If you are concerned about the space consumed by these files use the Windows disk cleanup utility. This is safer than manual deletion of files.
