Deleting a Write Protected Folder in XP

I'm trying to delete a folder but am getting an error message that the folder is write protected and/or in use and hence access is denied.
Any suggestions how I could go about getting rid of it in XP?

If your folder is write protected, you can change it by right clicking on the folder, selecting properties, then unchecking read-only.
If the folder is in use and you want to delete it, either figure out what program is using it and end the app, or restart in safe mode and delete the folder from there.

I've tried the safe mode as well as from the Command prompt. No luck.
The folder is a legacy from some program that I've uninstalled and so it (the folder) is not being used.
I checked the properties and the read-only option has been checked. When I unselect that option and hit "apply", it does not accept the changes (meaning the read-only option is again highlighted).
I heard from a source that there is no fix to this problem. But, I'm hoping that someone out there will tell me otherwise.

If your system is in FAT32, you might be able to boot with a windows 98 boot disk and do a deltree. but first you would have to type: "attrib -s -w -h (foldername)" do not type the quotation marks, and substitute (foldername) for the folder that you wish to delete. and do not include the parentesis
