Deleted file and space didnt come back

I have a 40gb Hard drive. Almost filled. I had file that was 13.3gb on my desktop. I deleted it and it said that it was to big for the recycle bin. So i perm deleted it. After deleting this i still only has 2gb free. I searched and searched and have no clue where it went. Also when i highlight all the folder and files on the drive, it says that its only 19gb. So wut happened to the rest of the space?

Run scandisk, then do a defrag. That might fix it, but not sure.
You had a 13GB file ? One file ?

sounds more like you have gotten rid of a drive, go:right click my computer/manage/disk management: see if you can see all your drives and what the status is

Sometimes you need to restart before windows see's what the size free actually is. Check that it has not gone in your reclying bin. Delete a small file just so you have something in the recycling bin and then empty it.
Dude - what in the world did you have in that file that was 13 gig (home made porn ?)
Do a search on your computer for filesize greater than 10 gig to see if Windows moved it somewhere for fun instead of deleting it.
