Delete Temp Folder Content

Documents and Settings\youraccount\Local Settings\Temp folder?

I usually reboot first to make sure none of it is in use. Programs are supposed to delete those files when they are done with them, but a lot of them don't clean up after themselves very well. If anything is still in there after rebooting then it's usually just orphaned temp files.

Yes, it's ok to delete them.
