I am attempting to get some space in pc and have files dating to 2001, how do I know which files are safe to delete?

Backup everything first.

Don't use file date to determine what you need to delete.

Don't delete anything in the windows folders or subfolders.

Use add/remove to clean up your programs folder.

Use disk cleanup to take care of temp files
Remember to defrag when done.

I will say this to you. I is inevitable that once you wipe the old files off you will realize you needed some of them.

I suggest you buy an external drive or better yet, burn the old files to DVDR or CDR.

Also, you should always maintain at least two copies of any files you need to keep.
