Delete dialog problems

Everytime I delete something esp. a file on my desktop it does not warn me that are you sure you want to delete this file. What needs to be enabled?

Maybe this works:

Right click the Recycle Bin icon,
then Properties,

Check mark "Display Delete Confirmation Dialog"

Uncheck "do not move files to Recycle Bin..."
