Delays connecting - HCF WinModem

CPU/Ram: P4-2.4G;256MB-RAM

PROBLEM: with HCF WinModem [PCI,Conexant] Modem[generic 56K HCF DataFax V90 Driver]

When I first connect there is usually a 4-7 min delay in data flow;
bytes received is very low;I can't surf;or I have to dial many times just to connect.

QUESTIONS:
Optimal Settings for HCF WinModem :

1]Should I Enable or Disable the following?:

a] Hardware Flow Control
b] Modem Error Control
c] Modem Error Compression

d] Software Compression

--should I enable both Compressions…or which one?

2]For HCF Modems: Hardware Flow Control is best--reduces delays in data flow?-YES?
[even tho WinModems usually use Software Flow Control] Correct?

4]I believe the Modem settings in DUN take precedence over the Ctrl Panel Modem settings. Correct?

5] Should I Enable or Disable the following?:

LCP extensions
Multi-Link
Use Default Gateway
IP Header Compression

These answers are hard to get either from ISP's or manufacturers.I've read up but maybe someone has input or similar experience?

Here are my DUN settings in XP:

Under :Network Connections /Modem:
a]Hardware Flow Control: Enabled
b]Modem Error Control: Enabled
c]Modem Error Compression:Disabled

LCP extensions:Disabled

Use Default Gateway: Enabled

the settings are correct.
the modem may be bad. try a diff modem.

these cheapo modems to day are very line noise sensitive, and can develop problems from slight power drops/surges.

WinModems are software based I believe so it's gonna be hard to replace it =)
