Delay in startup due to printer?

Dell / DIMENSION 2400

Specs: WIn xp home, Intel 2.2 GHZ
Trying to help someone out and they seem to have a problem while their printer is connected with their startup going thru BIOS and then going to a blank screen with a cursor for like 5 + minutes and then it goes thru the Windows bootup.

NOW while troubleshooting if you pull the USB cable from the tower while the computer is stuck on the blank screen after a restart, it will immediately start the bootup. SO in my estimation it has to be something with the printer.

The printer is also a Dell and the model is the DELL 948. Any help is definitely appreciated. Thank you.

Have you tried plugging anything else to the USB port, other than the printer - while the computer is booting; to rule out a problem with the USB port/motherboard?
