Dektop and sytem tray icons disappe

I have a Dell Inspiron 8200 laptop. When I boot up normally, the desktop icons and sytem tray appears briefly, then all disappear. I can boot into safe mode where they all appear as normal. I've run all the spyware removal tools, have no viruses, and have restored a previously known backup, but nothing seems to work. Any help would be greatly appreciated.
