defrag'r won't run

Defrag is there but it says it cannot start! Can't figure out why :-(. Any suggestions? System is running clean & no disc errors. How much free disk space do you have? I think defrag needs about 15% in order to function. Give a man a fish and you feed him for a day. Teach him to fish and his wife will never forgive you.

Try it in Windows Safe-Mode. This option uses a minimal set of device drivers and services to start Windows. Hold down F8 during boot. Logon as Administrator. A Description of the Safe Mode Boot Options in Windows XP
