Decrypting an Encrypted File

I have a file which I encrypted and saved under a previous account name, which was done away with after an emergency re-format and re-load of the operating system. The OS at the time of encryption was WinXP Pro 32 bit and the new OS is now WinXP x64 bit and a different account name.
What my system is telling me is decryption can only be done by the original OS account name or the Administrator or someone with Admin rights, when the original encryption was done. Can anyone help me with what I have to do to perform a "Decryption" of this file on a newly formatted and different loaded OS? Thanks, Les

I don't think there is anything you can do. That is the downside to encrypting a file/folder. If you could bypass it somehow then it wouldn't be of much use would it.

Right. The encryption key is tied to the SID of the user who encrypts the file. The only alternative (perhaps) would be to search for third-party programs that will remove the encryption, but I'm guessing they aren't cheap.
