ok.. my games seem to be running very slow for some reason.. and there shouldn't be a problem.. I'm running on 3g RAM and I have an Nvidia Geforce 8500gt card. the games will run for about 10 min fine.. then they just spike horrible.. I go from 100fps to 13fps.. and it won't stop.. I even did a reformat. and reinstalled all the games. same problem occurs

What game(s) are you having problems with? Have you checked for overheating?
It's hard to believe you're coming close to 100FPS with an 8500GT. It's barely classified a gaming card...definitely on the extreme low end. And if the card you have uses GDDR2 memory rather than GDDR3, that makes it slower. 64-bit GDDR2 rather than 128-bit GDDR2? Even slower.
From a 2007 Tom's Hardware review:

I am usually running L4d, Prototype, and CSS just fine.. there's no overheating. I'm sure of that.. I've checked for viruses.. I don't know.

I have 344g of free space left. I don't think that's the issue. I will say that I have had this computer for about 3 years or so. I wouldn't be surprised if the electronics are just going out. electronics are unpredictable at times

Cut back on the background programs, too many programs
loaded into your RAM can kill resources and your game experience. You can cut these to barebones by alter your
msconfig. Here is how:1. Open your Start menu.
2. Click Run
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click either "service" or
"startup" tab
5. Uncheck all programs that your are no longer using.
6. Click "OK"Other tips, increase virtual memory and turn off windows auto
update.You may want to check your event viewer and resource
monitor to see what cause the system to choke in games.none

did that.. the most I run is 41 processes.. which is a bit. but I don't know that much about the processes to turn certain ones off. not to mention microsoft is a douche like that

also.. just found this out.. I took out my internet connection and ran some games off line.. throwing on net_graph. right when this wierd spike happens.. something called lerp:100ms pops up in yellow.. and that's never happend before
