I recently put a blank cd in and was planning to use XP's built in burner to burn some pics onto a CD-R. I popped it in my CD/DVD-ROM (factory installed) and noticed CD Drive was not on my sent to list. I put it on there but go this error when I tried to send to or open the drive in My Computer:
Error, D:\ is not accessible. Incorrect Function.
Once it's burned using a program I can open it no problem or with regular cds, bt not blank ones. I have Sonic Record Now, and had a trial of Nero on my comp once, but uninstalled it a long time ago. I rt click the CD Drive but there is no place to uncheck or check a recording option like i've seen elsewhere. DLA is enabled. The MSKB article was of no help to me. Any ideas are greatly appreciated...

Everything points to the simple fact that your drive is a DVDROM, not a burner.
Is there any indication on the drive or in the documentation that infact your drive is capable of burning a CD?

Yes, as I have burned cd's, as recent as last night with it. Sorry, it's a CD-RW/DVD-ROM

If these are a new brand / batch of CDs there is a possibility that they are defective or incompatable.
Open my computer, right click on the drive icon and choose properties. There sould be a recording tab, make sure that there is a check in the 'enable burning on this drive'.

This means that windows does not recognise the drive as a burner. Have a look what 'device manager' has to say about the drive. Right click 'my computer' and choose properties, you'll find device manager on the hardware tab.

Under DVD/CD-ROM Drives, it's listed as "Samsung CDRW/DVD SM-348B". I right click and get box with these tabs...

No error messages?
What you could try is delete the entry in device manager. Then reboot the system. Windows should find the drive and reinstall the drivers.

This solution worked for me.
In My Computer, right click on the drive.
Go to properties and then the recording tab.
Tick the box that says 'Enable CD recording'Bingo!

I navigated to a reg entry (don't remember exactly, HKLM\Software\Microsoft\Windows\Policices?) and found an entry "NOCDBurning" and changed the value from 1 to 0. Now I can burn CD's using explorer. Thanks.
