could just mean autostart is turned off on the cdrom or there is no autorun.exe on the cd.

What happens when you browse or double click the cd icon/drive letter?

When you look at Device Manager does the DVD drive show with no errors or do you have a yellow exclamation mark on it?

If there are no errors and the drive is showing in device manager the primary culprit should be a bad DVD drive. Are there any disks that read in the drive?

after some experimenting it will read a disk but its very hard to get it to i tried restarting and closing the drive right at log on and it read 2 out of 4 times so i figure its just a bad drive

Try booting to a bootable CD. You can cancel any install that starts. That will indicate if the issue is software or hardware. If you can boot to a CD then your issue may be with Windows.
