Cut Paste problem in XP

I'm experiencing a problem when I cut/paste a file from one partition in my drive to the other partition.
First it would seem that my file got pasted, but when i try to run it, i would get a message saying that the file is currently in use. Also, I can't delete it either. But when I open my task bar, there's no process running. When I try to restart or shut down windows, a message saying that I can't restart or shut down because windows is currently working with a file, but I don't see any progress at all.

Copying a file from one location to another is fraught with problems. Sometime it will work, sometimes it won't, it depends on the application. Most Windows application don't exist in isolation, they require other files and sometime registry entries to run.
What is the file you are trying to move and what else is in the folder the file came from?

Open Clipboard to see if file is still showing in there. That is where COPY or CUT items are stored before PASTE.
Do Start, RUN, then type clipbrd
BTW, how much RAM memory do you have ???

IMHO one should never use Cut/Paste since any interruption to the process results in loss of the data. Safe practise is to use only COPY/Paste when moving files around.

Moving a file from Partition to Partition is easier and more secure using the Right Drag/Drop, select Move file from Context menu. Nothing actually happens to the original file till you click Move File here.
Your problem could be the files you are trying to relocate. Windows will not allow total access to all files for numerous reasons.
There is nothing to learn from someone who already agrees with you.
