A couple of reasons


Corded ball type mouse..
The wheels by the ball are dirty.
The infred wheels have crud in them.

Wireless ball type mouse
Same as the two above
Interferience

Wireless/wired optical mouse
Wrong surface for the Optical lens
Interferience (wireless)


If you have a wired mouse take it apart, clean the rollers and infred paddles.

If you have a wireless/wired optical mouse. Try using a different surface and move the wireless reciever to a different location
